You're suggesting the CIA and FBI did know what was about to happen which is, even for you, stretching things. After looking into this today it's clear the authorities were on high alert as the threat from Bin Laden was very high. It's also clear the authorities were working, mostly, on their own with little or no sharing of intelligence. This tragic event changed that. Giving out weapons, a complex and a borderline decision making process, is little to do with this attack. The middle east was, and still is, is a time bomb and various approaches have tried, and failed, to quell this hell hole. Unfortunately the current resident of the White House has done little to improve the situation, allowing Israel, ironically, to continue with ethnic cleansing and make lots of Arabs even more anti USA and the western world.
